UAE Minister of State Sheikh Shakhboot bin Nahyan Al Nahyan said the UAE provided more than $1 billion in foreign assistance to Africa between 2023 and 2024, highlighting water security, food security, energy and trade as key areas for cooperation. He said the Mohamed bin Zayed Water Initiative, launched in 2024, is addressing global water scarcity through innovative technologies, while the 2026 UN Water Conference, co-hosted by the UAE and Senegal in Abu Dhabi in December, will seek to accelerate progress on Sustainable Development Goal 6 and deepen cooperation with African partners. Sheikh Shakhboot warned that instability affecting the Strait of Hormuz demonstrates how quickly disruptions can spread across interconnected economies, potentially raising food, fuel and fertilizer costs in Africa, where agriculture accounts for almost half of total employment.

The UAE has suspended all Iranian-airline flights. Oman and Iraq stopped accepting them. Turkey halted Mahan Air. Turkmenistan denied overflight to a Tehran–Dushanbe flight, forcing it back. Since the Sept 23 @SecScottBessent deadline, the region is closing to Iran's carriers. China however has not. Mahan Air landed in Guangzhou on Sept 23 and still schedules Beijing, Shanghai and Shenzhen. But here is the thing, a plane cannot land without fuel, handling and a counter. At Mahan's Chinese airports those services run through a few identifiable companies. Several are large firms; a handful of Iranian flights a week is not worth their far larger non-Iran business and their banks should be asking questions. Here are the ones that are exposed to these sanctions: 中国航空油料有限责任公司 (China Aviation Oil Supply): fuel at Beijing Capital and Tianjin 深圳承远航空油料有限公司 (Shenzhen Chengyuan): sole fuel supplier at Shenzhen 上海浦东国际机场航空油料有限责任公司 (Pudong Aviation Fuel): fuel at Shanghai Pudong 华南蓝天航空油料有限公司 (South China Bluesky): fueling at Guangzhou Baiyun 广州白云国际机场地勤服务有限公司 (Baiyun Ground Handling) and 上海国际机场地面服务有限公司 (Shanghai International Airport Services): ramp and passenger handling @USTreasury already designated Mahan's Shanghai agents (上海翼上, 上海马汉国际旅行社) in July. Any of the above still fueling or handling Mahan today is exposed to the same secondary sanctions that just emptied Dubai of Iranian aircraft.

If this threat has any substance, I'd watch war-risk premiums east of Hormuz before naval movements. Insurers reprice faster than fleets redeploy, and the premiums will tell you who actually believes it.

Oh my…. The recent 5-Year Treasury Auction yielded weak results, which is understandable given the substantial volume of US debt currently being issued. Considering these ongoing issuance levels, it is notable that interest rates have not risen further than present levels. From my perch, the only real way rates go meaningfully lower is from a massive risk off in markets. Registration A6-APB departed Tarbes Lourdes Pyrénées Airport (LDE) in France on September 17, 2026, ending roughly 6.5 years in storage since the pandemic grounded the jet in March 2020. 3 copies of your data can still be vulnerable to the same disaster. That's what stood out to me about the AWS data loss in Bahrain and the UAE. AWS said it couldn't restore access to data hosted exclusively in its Bahrain region or in an affected UAE availability zone. 3-2-1 backup rule is a good place to start: 3 copies, on 3 different types of media, with 1 copy offsite. For me, the real question is what could take out every copy at once. Multiple availability zones give you protection within a cloud region. Surviving the loss of that region requires a recovery plan that reaches beyond it. Even then, the location matters. If you need your data to stay in the US, you have more room to work with. AWS has 4 commercial US regions: N. Virginia, Ohio, N. California, and Oregon. Keeping data in the country doesn't force you into one region. Pair an eastern region with a western one. Ohio and Oregon, for example, are far apart and on different major power grids, which lowers the odds of one regional disaster hitting both. For data you can't afford to lose, I would also keep a recoverable copy outside AWS, still in the US. A different provider's US storage or an encrypted offline copy you control adds protection against a problem affecting your provider. Make sure you can access that copy and its encryption keys independently.
