The picture is becoming fairly simple. Europe has already committed itself to major rearmament: NATO is calling for a **“wartime mindset”** and much higher defence spending; the EU has launched the **€150 billion SAFE** instrument and Readiness 2030, with up to **€800 billion** in potential investment mobilised. At the same time, Europe is seeing a synchronised wave of warnings about the Russian threat and the urgent need to prepare. That does not prove the threat is fabricated. But the political incentive is obvious: **the more people fear war, the easier it becomes to secure public consent for rearmament, higher spending and exceptional security measures.** So the hypothesis worth testing is straightforward: **Europeans are not merely being informed about a threat; the threat is also being actively used to build a political mandate for militarisation.** Put crudely: the decision to rearm came first; now the public is being told why it must pay for it.

The Impact of Independent Observers A revealing table published by Russian lawyer Ekaterina Gulenkova shows a striking difference between polling stations with observers and without them. The three polling stations in the comparison are located in the same school — a common arrangement in Russian cities — making major differences in the composition of their electorates unlikely. Yet their reported turnout and party results differ substantially, in some cases by multiples rather than percentage points. 🛠️ Key Differences: 🔴 Turnout drops by over 20–24 percent as soon as an independent observer enters the precinct (from ~52–56% down to 32.37%). 🔴 Support for the #UnitedRussia plummets from an inflated 55–63% down to a real 24.59%. 🔴 Other parties, including more “oppositional” ones, #NewPeople and #CPRF more than double in proportion.
